‘Delusion’ Faces Public Outcry and Call for Fines After On-Set Littering Incident

The Disney Plus series Delusion, starring Suzy and Kim Seon Ho, remains under scrutiny after its production team admitted to leaving trash behind on a Jeju Island filming site. Despite issuing an apology, the controversy has escalated with a formal citizen complaint demanding a fine.

On August 28th, Korea’s public petition portal reported that a request had been filed with Jeju City, calling for penalties against the Delusion production team for allegedly abandoning waste in a protected area. The complaint pointed to the presence of fan-sent coffee truck cup holders among all kinds of trash, along with a butane gas canister, left behind near Jogeun Nokkomeoreum in Aewol-eup, Jeju.

The petitioner argued the case falls under a violation of Korea’s Wastes Control Act, which allows for a 1 million won ($721) fine for illegal dumping on a first offense. They also noted that because the littering occurred in a forested area, additional penalties under the Forest Protection Act could be considered. If the presence of flammable materials is confirmed, separate fines under fire-safety regulations may apply.

The petition stressed that “freedom of creation must be respected, but it must be premised on proper site management, safety, and adherence to the law.”

Though the site has since been cleaned, the complaint states that large amounts of waste were visible at the time of the initial report, and that some debris remained even after partial collection.

Delusion, directed by Han Jae Rim of The Face Reader, The King and Emergency Declaration is a 1935-set mystery about painter Yoon Yi Ho (played by Kim Seon Ho), who becomes entangled with enigmatic hotel owner Song Jeong Hwa (Suzy) after being commissioned to paint her portrait. The series is scheduled for release on Disney Plus in 2026.
